TODAY Is National Day of Action to Increase HUD Funding

 

Take action! Tell your Members of Congress to enact a final fiscal year 2024 spending bill that significantly increases funding for affordable housing, community development, and homelessness programs. Access draft phone and email scripts, talking points, and sample social media posts in the National Day of Action Resource, provided by our partners at the National Low Income Housing Coalition. The National Day of Action is a project of the Campaign for Housing & Community Development Funding, a coalition of more than 70 national organizations including NACEDA.

 

NACEDA Endorses Bill to Increase HOME Funding

 

On January 23, Senator Catherine Cortez Masto (D-NV) introduced legislation to reauthorize $5 billion in funding for the HOME Investment Partnerships Program for fiscal year 2024 and boost funding for the program by 5% annually through 2028. NACEDA endorsed the bill because of its increased appropriation and support of community housing development organizations (CHDOs).

 

“We firmly endorse this legislation,” said NACEDA Executive Director Frank Woodruff. “This bill gives community development organizations an opportunity to realize the potential impact of the CHDO set-aside, which is the money that the HOME program targets for community housing development organizations.”

NACEDA Presents Federal Policy Priorities to Maryland Advocates

 

NACEDA Executive Director Frank Woodruff and People & Places Collaborative Advocacy Director Dawne Troupe spoke at an event co-hosted by the Community Development Network of Maryland (CDN) and the Maryland Affordable Housing Coalition. The event previewed Maryland’s 2024 legislative session and the Governor’s housing legislation, providing a comprehensive view of the challenges and opportunities.


Frank and Dawne discussed federal policy priorities for the community development field, linking national legislation with Maryland initiatives. They shared 2024 advocacy priorities, which include: changes to the HOME Investment Partnerships Program, appropriations and regulatory changes for the Small Business Administration’s Microloan Program, implementation of new rules for the Community Reinvestment Act, and increasing equity across federal programs. They also shared the results from our Grounding Values In Research program, which examines the financial health, programs, production, and services of community-based development organizations across the country.

Massachusetts Member Addresses Lead Paint and Indoor Air Quality

Community representatives from the City of Springfield spoke at the kickoff event for the Massachusetts Housing Quality and Health Equity Initiative.

The Massachusetts Association of Community Development Corporations (MACDC) received a five-year, $1 million dollar grant from the state’s Department of Public Health in late 2022 for their Housing Quality and Health Equity Initiative. Since then, MACDC has been working in the cities of Brockton, Holyoke, and Springfield to engage municipal officials, grassroots organizations, and residents on these issues. MACDC has also been advocating for statewide legislation to better fund new and existing housing quality improvement programs.

 

MACDC commissioned a report from the Green & Healthy Homes Initiative, Advancing Housing Quality & Health Equity in Massachusetts, that examines housing quality challenges throughout the state, the resulting disproportionate health outcomes, and ways to address these challenges. For example, the report revealed that active HUD grants and state loans addressed lead hazard reduction in only about 436 units per year across Massachusetts — a stark contrast to the estimated 1.04 million housing units with significantly deteriorated lead-based paint. The report's recommendations can serve as a roadmap for policymakers, municipal officials, health and housing advocates, and researchers to improve housing quality and health outcomes in Massachusetts and across the country.

TD Launches Housing for Everyone Grant Competition

The TD Charitable Foundation’s Housing for Everyone grant is open through February 13. A total of $7 million will be awarded to nonprofit organizations focused on affordable housing solutions that lead to stable, independent living situations. Grants will range from $150,000−$250,000. View the complete guidelines — including eligibility, timelines, and geographic requirements on the east coast and in Michigan. Webinars will be held on January 30 and February 6.
