HUD Releases Preview of HOME Program Rulemaking

The Department of Housing and Urban Development (HUD) published a preview of the proposed rule to modernize regulations for the HOME Investment Partnerships Program (HOME) on May 16. A notice of proposed rulemaking will be published in the Federal Register later this month. All public comments are due no later than 60 days from publication in the Federal Register.

“We have been advocating for years for HUD to update this regulation and make it more friendly to community housing development organizations (CHDOs),” said Community Opportunity Alliance Executive Director Frank Woodruff. “We are encouraged to see that HUD has adopted several of our ideas. We plan to submit comments and we encourage community development organizations across the country to consider submitting comments too.” Watch for more information on submitting comments from the Alliance in the coming months. 

Supreme Court Rejects Challenge to Consumer Watchdog Agency

The Community Opportunity Alliance applauds the Supreme Court’s May 16 ruling in favor of the Consumer Financial Protection Bureau (CFPB). The case originated from a lawsuit by two trade associations against the CFPB over a regulation to prevent predatory lending practices. The trade associations claimed that the CFPB’s funding was unconstitutional. The Supreme Court ruling strengthens the CFPB’s ability to protect consumers from abusive financial practices and advance equity in the consumer financial markets.

People & Places Collaborative Advocates in DC

The People & Places Collaborative brought a strategic group of more than 70 community development leaders to the nation’s capital on May 1-2 to champion the needs of underserved communities. They engaged directly with more than 30 Congressional offices as well as key officials from the U.S. Department of Housing and Urban Development, Department of Treasury, and Small Business Administration. Participants advocated for federal policies that are critical to advancing affordable housing, small business and entrepreneurship, and community development. They also promoted equitable access on federal advisory, regulatory, and governance committees. View the People & Places Collaborative’s 2024 Advocacy Priorities.

TD Grantees Get a Capacity Boost From Our TA Program

FamilyAid Boston got a Capacity Boost from the Community Opportunity Alliance as part

of TD Bank's Housing for Everyone grant program.

 

TD Charitable Foundation, the charitable giving arm of TD Bank, awarded a total of $7 million to 37 nonprofits through their Housing for Everyone grant program on May 14. Grants ranging from $150,000 to $250,000 will support independent living for marginalized community members, especially those who experience homelessness and face conditions that make it difficult to maintain a stable home.

 

Our Capacity Boost program will provide technical assistance (TA) to the 2024 grantees, matching them with TA providers in their state or region who understand the local needs of their communities, as we did for 2023 and 2022 Housing for Everyone grantees. The Capacity Boost program goes beyond grant-specific activities and compliance, empowering local community development organizations to navigate challenges effectively and optimize operational efficiency, organizational growth, and impact.

Grounding Values Webinar Series Kicked Off

We presented the first webinar, Storied Communities, Community Stories, on May 3. A resident storyteller, researchers, and national experts examined the role of resident voices in community development. The webinar was co-hosted by ThirdSpace Action Lab, which led the study. Access the webinar recording, report, and conversation guide on our website. Literary art produced by all four of the resident storytellers involved in the study is featured in the latest issue of The People’s Practice from ThirdSpace Action Lab.

Mark your calendar! Our next webinar — Cultivating Community Development Professionals — will be held on July 26 from 12-1 pm (Eastern Time). The webinar will explore ways to enhance training to ensure that community developers are not just technically proficient, but also are effective movement builders. 

Grounding Values In Research is our multi-year research project analyzing the financial health, activities, production and health of community development organizations across the U.S. Our webinar series addresses emerging issues in our field.

Shelterforce Series Explores the State of the Community Development Field

Shelterforce launched a new series of articles, Moving Community Development Forward. For the May 6 article, New Research Gives Different — But Complementary — Looks at the  Community Development Field, Shelterforce’s Miriam Axel-Lute interviewed our Executive Director Frank Woodruff about our Grounding Values In Research initiative. She also interviewed Dominique Miller of ThirdSpace Action Lab about their Toward an Anti-Racist Paradigm in Community Development research project. The article focuses on both studies’ findings relating to leadership trends, equity, and scale. “We spoke about some of the research highlights and particularly which overlaps jumped out at them, as well as some places where their findings might seem, at first look, to diverge,” Axel-Lute noted.

 

The May 22 article, Lessons From Detroit: Joining Forces With Resident-Led Groups, was written by Madhavi Reddy of Community Development Advocates of Detroit (an Alliance member). She described her organization’s transition from a trade association for community development organizations to a more equitable membership organization that also includes resident-led groups. Reddie shares ten lessons for organizations considering a similar membership shift. Check out all the articles in Shelterforce’s Moving Community Development Forward series.

CED Grant Opportunities Open Through July 2 and 17

The Community Economic Development (CED) program provides community development corporations with grants to revitalize the local economy, expand businesses, and create jobs for individuals with low incomes in communities experiencing high unemployment and persistent poverty. It is the only federal grant program that is specifically designated for private, nonprofit community development organizations. The following grant opportunities are now open:

Yield Giving Granted $2 Million to our DC Member

The Coalition for Nonprofit Housing & Economic Development (CNHED) received a $2 million grant from Yield Giving’s Open Call. CNHED is a  membership-based nonprofit that advances community economic development solutions to promote equity in under-resourced communities in Washington, DC — and an Alliance member. “This award not only recognizes our organizational approach of highly-effective initiatives combined with policy advocacy, it also reflects the breadth of partnerships we’ve developed throughout the field and illuminates our relationship with community leaders,” stated President & CEO Stephen Glaude. He also serves as chairman of the Community Opportunity Alliance.
